Is there anyway I can edit the css file using a third-party software?

I would expect so.
A CSS file is a text file, so you can edit in whatever editor you choose - - Notepad, Notepad++, Dreamweaver, Expression Web etc. Just be sure to save the file to the original location within the Machform system.

but how can i upload the css file to the orginal location?

You can use any FTP software to upload the files (such as Filezilla)
