   I see a view.css file in the data/form_<form_id>/css/ folder. This appears to be the same view.css for each form. Is there anything that can modify that while editing the form? I'm just wondering if it is a fairly static file.

   As of v3 and above, that file is a static file. Any modifications on your form won't modify that file.
   I suggest not to update that file directly. Instead, use the theme to override any styles defined there.
